Abstract
The literature considers that human rights are the core rule of law, the criterion by which one makes the distinction between countries where the rule of law and where there is no such state. The qualified state law, state which carried all human rights and fundamental freedoms, guaranteeing human rights and became a protector of the individual against the power.
