Abstract
It has already been held in jurisprudence, the fact that the exceptions of illegality may be invoked in proceedings of any kind, by judging these incidents by the courts vested with the main trial applications. The reason for the amendment of Art. 4 of Law no. 554/2004 was to relieve the administrative courts judging exception of illegality raised in disputes of any kind by transferring jurisdiction to the courts vested with their main demands.
