Abstract

This theme of public service until its crystallization of concept and  features ( of public services) has emerged and has been developing gradually and sinuously being motivated by the growing needs of human society and the diversification of these needs, alongside with the more pronounced involvement of  state / territorial-administrative units  in delivering public services. For citizens it is less important if the public service is provided by a public or a private person, as long as the forms of public services are more diversified, for them being essential the public  service quality and price.
