University Leadership in Cross-Border Cooperation: Traditions and Innovations in the Lower Danube Euroregion

Abstract
University leadership is interpreted as the development of managerial capacity of the university on the basis of leadership to improve the quality of educational services, increase competitiveness; as a manifestation of the leadership potential of the university (corporation of professors and students) for sustainable community development, service to society, social responsibility. University leadership is manifested in the initiation of innovative formats of cross-border cooperation and the formation of a new generation of socially responsible leaders, intensification of volunteering among the intellectual and socially mobile part of young people - students with active citizenship. Innovative projects for the development of university leadership in the Lower Danube Euroregion are presented. The priority directions of the new development strategy of Izmail State University of Humanities are highlighted.
