Abstract

International relations are characterized. currently, the emergence and escalation of numerous conflicts based on a series of the most unusual motivations. The states of the world have corresponding economic, social, political and military interests. Most of the time these do not coincide with those of neighbors or third countries. In these conditions, conflict situations appear and develop, having a major impact on the environment and especially on human communities. Those who suffer the most are prisoners of war, hostages, or refugees, for which the interest of international public opinion is a major one in protecting those who are affected by war.
