Integrating the Danube Issue Into the National Recovery and Resilience Programme

Abstract

Through the National Recovery and Resilience Plans, the member states of the European Union identify development strategies and allocate resources from European and national funds for the relaunch of socio-economic conditions, damaged by the coronavirus pandemic. The study analyzes the integration of the Danube issue into Romania's PNRR. The potential impact of the PNRR on the recovery of the Danube River is predicted considering the environmental, social, and economic challenges facing the river in Romania, the resource allocation mechanism and the involvement of national and subnational levels of government. In the case of Romania, there is a universal approach, rather than an approach based on "local sensitivities", a fact that can offer limited guarantees of recovery.
