Abstract

The study deals with general issues of the discretionary nature vs. non-discretionary nature of the policy of macroeconomic adjustment. It identifies the logical properties of a discretionary public policy, and of a non-discretionary public policy, and establishes criteria for determining and identification of them. In order to approach (in the future) the automatic fiscal stabilizer problem (which constitutes the objective counterpart of the non-discretionary fiscal policy) the study focuses on identifying characteristics of the fiscal policy, as typical public policy of macroeconomic adjustment.
