A Human Rights Perspective on the Reform of Public Administration in Romania

Abstract
The present article aims at finding answers to some of the questions formulated in the framework of the postdoctoral research project “Comparative analysis of the human rights protection mechanisms in relation to public administration in the EU’s Member States” (POSDRU/89/1.5/S62259).
In trying to provide an explanation to the evolution/apparition of the mechanisms dedicated to the protection of persons in relation to public administration, after the fall of the communism, the first part of the paper makes a scrutiny of the most relevant national legal framework in the past 20 years in the matter of human rights.
The second part of the paper, on the basis of the analysis of the legislation and the field literature of the main scientific publication flow, briefly reviews the most important Romanian mechanisms involved in protecting human rights in relation to public administration, with a special attention paid to the People’s Advocate.
As suggested by the conclusions of this article, the Romanian ombudsman played a significant role in the evolution of the behavior of public administration towards citizens, from the perspective of the human rights
