Accelerating administrative reform in Romania to increase the capacity to collect budget revenues

Abstract

Romanian public management is undergoing a profound structural transformation, focused on strict financial discipline and the digitalization of collection processes. Thus, the aim is to reduce the budget deficit through measures to reorganize institutions and strengthen the financial capacity of the Administrative-Territorial Units (UTA) and increase the capacity to collect budget revenues through stricter and digitalized enforcement measures. The premises for accelerating administrative reform in Romania, through rapid debt recovery to ensure the financial sustainability of the administrative-territorial units (UTA), is conditioned by the implementation of cloud technologies and interoperability between databases, allowing the automatic issuance of enforceable titles and the application of electronic garnishments much faster, but also the certain identification of debtors through integrated systems (CNP/CUI) and the monitoring of financial flows in real time to prevent evasion from enforcement. There are identified aspects regarding the challenges and controversies of the reform, regarding the logistical difficulties of the institutions that manage the claims and aspects of constitutional criticism regarding the violation of fundamental rights.
