Abstract

The increasingly accelerated dynamics of  international conflicts has required the adoption of reactions by the international community in favor of victims who suffer from war and the adoption of mechanisms to help them in accordance with international standards in humanitarian law. Unfortunately, the existence of a legislative and political vacuum, the inability of public, local or governmental authorities to impose themselves to the detriment of those who have gained from these situations is an increasingly frequent and sustained fact in many regions of the world where war is waged and conflicts are taking place. The deterioration of the status of the civilian population is closely linked to the belligerent groups and all those who have economic and political interests in the region.
