Abstract
The article deals with theproblem of formation of special education system in Ukraine and in the Lower Danube Region in particular. The problems of reformation of the system of correctional education are examined. The special attention is given to the problem of organizing the integrated training at the educational institutions in the region. The importance of qualified personnel training in special education is emphasized. The ways of formation of an effective model for training of skilled specialists are described, including the use of a competency-forming approach.
