The actual Danube’s legislative framework and the European strategy for the Danube Region

Abstract: This paper aims to analyze the Danube’s current legislative framework and to determine in which proportion the European institutional will could influence the legislation framework. It is commonly known that the Danube Region represents an area full of interesting issues related to its own nature. The area tries to interconnect various countries, each one with different culture and legislative behaviour. Although, there is a framework that dates from a long time, such as the Belgrade Convention of 1948 and the International Commission for the Protection of the Danube from 1998, the actual framework needs to be improved and to respond to various challenges, such as migration, climate change, or digitalization. Therefore, a common strategy at the European level is required. Our approach is to observe the legislation in the matter and therefore, we aim to understand if this legislation is fitted for the current challenges. Besides identifying the actual legislative framework and its history, in our paperwork, we try to classify from a practical perspective the challenges to whom the legislation must respond. We consider that this approach is highly important not only for the academics, but it also has a practical input for the political actors who could implement legislative measures for the consolidation of the Danube area.
