Abstract
The goal of this paper is to provide a few comments on the Academic Dimension of Cooperation in the Danube and Black Sea Area and examine the implications/impact that globalization has on Higher Education and Research from this region. Also to provide some comments and to try an answer to the question about the rapport of the OBSEC bodies who work for the academic dimension and the other actors/factors which activate in.
