ON ALBANIAN POLICIES RELATED TO TEACHING ASSISTANT

Abstract

Capacity building to support the education of children with limited abilities is one of the policy priorities in the pre-university education system in Albania. In Albanian legislation the teaching assistant is classified in the category of regulated professions. For the exercise of this service, the teacher must be trained, certified and possess a professional license. The teaching assistants must meet the professional standards approved by the Ministry of Education for teachers in the pre-university education system. In the public policies the continuous development of professional knowledge and skills of teaching assistants, is one of the important responsibilities of Albanian government. The formation and development of ethical-professional values of teaching assistants in accordance with the requirements and standards for the education of children with limited abilities, are defined as strategic priorities in public policies for the development of inclusive pre-university education in Albania. The implementation of these policies results in an increase in the number of teaching assistants from 65 teachers in the 2014-2015 school year to 1,650 in the 2022-2023 school year. The average number of students per teaching assistant during this period has decreased from 5-6 students to 2-3 students. The implementation of the service of teaching assistants in schools in peripheral and rural areas is one of the strategic priorities defined in current public policies. Increasing the interest of parents and encouraging of their engagement in cooperation with teaching assistants is one of the strategic priorities defined in public policies for the development of comprehensive pre-university education in Albania.

Recent amendments in the Albanian legislation provide for the establishment of Resource Centers as pre-university educational institutions that provide special education and services for children with severe or multiple disabilities and learning difficulties. The services provide by licensed assistant teachers are key factor for fulfil the missions of these centers
